This is my personal opinion getting from basic information to protect equipment from lightning surge.

Standard of SPD:Surge Protective Device

Concept lighting protection according to IEC

Install SPD at edge of LPZ( IEC 62305-4)

Performace of SPD at each location

IEC shows test procedure of SPD for power and signal lines and concept of lightning protection using SPD. Those standard indicate that SPD should be installed at the edge of LPZ(Lighing protection Zone), so that lightning surge does not go to next LPZ or decreases its level. Some countries may have special regulation for lightning protection besides the IEC standard. Please check whether your county has such reguration or not.
