This is my personal opinion getting from basic information to protect equipment from lightning surge.

IEC 62305-1 Table 2
The table shows 4 cases of lightning, Structure, Near a structure, Service connectd to he strucuture and Near a service.
Low Voltage lines:Expected surge overcurrent due to lighting（IEC 62305-1 Table E.2)
Expected surge : Power lines
The table shows expected surge currnt at different conditions. It indicates that direct lightning on power lines will be 10kA per line at LPL 1. SPD intalled this area requires to take care of the surge current.
Telecom lines:Expected surge overcurrent due to lighting（IEC 62305-1 Table E.3)
Expected surge : Signal lines
The table shows expected surge currnt at different conditions. It indicates that direct lightning on telecom lines will be 2kA per line at LPL 1 and induced surge current in a building is 10kA. SPD intalled these area requires to take care of the surge current.
