This is my personal opinion getting from basic information to protect equipment from lightning surge.

Power lines are usually bandled and are easly get Induced current from other lines.
Devices for SPD for power lines should be strong enough, since curent and voltage of power lines are much higher than signal lines.
We can see some test procedure of SPD for low voltage( Up to 1,000V) power lines in IEC 61643-11. SPD for power lines are categolized class 1 to 3.
Class 1 SPD: tested with simulatedlightning current.
Class 2 SPD: tested with simulatedinduced current.
Class 3: tested with conbination fo voltage current.
We recomend that you choose SPD confirmed with the test of one of the classes which is match with location to protect the equipment.
Gap SPDs can by-pass large amount of current than varistors, but have flow current. Circuit breaker located primaly of the SPD can cut flow current, if Gap SPD does not stop it
by itself.
Remember, flow current does not stop, in case of DC current.
