This is my personal opinion getting from basic information to protect equipment from lightning surge.

Less than 40kA is about 50%

Above graphic is based on the international Council onLarge Electrical Systems (CIGRE). You can see data on IEC 62305-1 Table A.1 We need to make protection system for 200kA lightning for the facilies fo LPL I.

Probability of protection by Lighting Rod（Ref IEC 62305-1 Table 6,7）

LPL I still not 100%

Probality of protection decrease by LPL

Probability to protect equipment is depending upon LPL level and decrese with lower LPL level. It shows that there is No perfect protection system even LPL I.
